Portugal has been stalled in favour of finishing Italy. Portugal is at this point very far away from any part of the map;

I think it's impossible to make Spain and Portugal at the same time. Anyway, Barcelona or Bilbao arevery far away from Portugal so it's obvious that it won't be released soon
