Hello, why is the paid download so slow? I am downloading ar max 100 kb/s. Other Downloads (Steam, etc.) go at around 12 MB/s. Is there a problem with servers?

It depends on peer 2 peer agreements between the host and your internet provider. Occasionally technical interruptions may also occur.
Which service are you using? Payloadz is hosted by Amazon and the ProMods Store is hosted by Cloudflare.
On average most users get >10MB/s

This time limit in between downloading free pro mods is absolutely ridiculous in this day and age and is time wasting when i could be playing ETS2 and not waiting for the downloads. So i could be waiting well over 30 minutes for complete downloads.

Why are you complaining in the paid download topic? There is a premium download for a reason. If you are impatient there's a solution to your issue.
