[TUTORIAL] A tutorial creating map (1.8.2)

I am trying to build a city in the map, but if that city is not in the background map, is there a way to locate it?
I want to expand the Western Norway, but parts of it are missing background map, and i'm no expert on edit the europe background map. Is there any solutions for this?

How do i add floor textures and then how do i add new delivery points? also how do i stretch things like the ground textures?

My game just crashes when i get to there??

The editor always loads ALL mods (regardless of what has been selected in the mod manager), so maybe some incompatible mods are clashing?

But the only mods i have active is promods 2.26 and scandinaviamod addon

I have been contact with this guy and what he says is he only has ProMods and my ScandinaviaMod in the mod folder, nothing else,
and when he wants to load the map editor it only gets to 4 out of 5 and the game is crashing.
I don't have this problem at all.
