Is there a way to play promods without dlc's by deactivating them. Because 120€ is a lot of money for a few expansion packs.

ETS2, v1.31 is the oldest possible you can get back.
Next oldest is ETS2, v1.35.
Compability list -> compat.php?game=ets
For these, you would need to downgrade your ETS2 game.
For 1.31, you would have 2 PM versions to choose from
Either
PM v2.27, May 20 2018, that requires EAST, NORTH & FRANCE.
or
PM v2.30, Aug 29 2018, that requires EAST, NORTH, FRANCE & ITALY
For ETS 1.35. PM v2.42, Oct 16 2019, that requires EAST, NORTH, FRANCE, ITALY, BALTIC.
