If the game takes that long to load, then you probably have something corrupting the navigation cache. I would disable mods until you find the culprit.

Additionally, Water Level errors cause exactly one thing to happen: It makes Water Reflections not work beyond the first two or so bodies of water.

That doesn't change the fact that FR roads are a completely different width to PM/FLD roads. Additionally, the texture work on the old prefabs leaves a lot to be desired.
