Updated the OP with a link for a 1.46 compatible version. There are no changes except for the file changes mentioned above, so you don't have to edit the files manually anymore. Since the changes of the mountainscape along the E6 are currently work in progress, I decided to keep the old sector files...

As for the roads to Sweden, they aren't really work in progress, it's just a placeholder for links to other people's work, so that a connection can be established easily, as opposed to ripping apart the entire landscape. ATM focus is on Norway....

You might have luck with commenting/removing the cities that have been implemented to PM from the Finnmark city definition file...
