will this mod work if i do not have the West Balkans DLC ?

Download link not working for 1.49, i click GENERATE LINK then click DOWNLOAD LINK then DOWNLOAD and nothing happens, all i get is this

ProMods now has Malta included, so this project here could be obsolete.

this mod adds more than promods adds to Malta so i don't see how this mod will go obsolete

you shouldn't post mods linked to those sites as those sites steal mods and reupload them with possible viruses, Eastern Express is a PAID MOD and those are not the original files.

OK so im not sure if this is how the map is supposed to be but im seeing a ton of dead end roads which lead to nowhere, is this normal or do i have a loadorder issue on my hands
