Try this: Got to the Options Graphic Menu in ETS 2 and look for Gras Amount, if its set to user-defined change it to High, Apply and drive - i had also this stutter with an GTX 1080 and now after changing this its gone.

Note: You must do this on every ETS 2 start.

Hab leider keine Möglichkeit das Update zu verhindern, da andere Steam-Games zum Laufen auf Updates angewiesen sind.
