It's normal that when i extract base.scs the file europe.mbd in /map is only 1KB in size?

[SOLVED] Problem with Map Editor
Hello, first of all i apologize if this is not the correct category for this. So i'm a beginner on map editing... and i tried to enter to the map editor so when i type on the console "edit" or "edit mapname" this is what i get... : http://i.imgur.com/AdfRWSX.png Thanks in advance.
