It lags, especially when driving fast. Is it my graphic mods or the map mods?

It works when I'm not yet driving, but it crashes when I open the map while driving.

It starts Stuttering/Lagging when it goes 120 km/h 5 fps, or sometimes 20 km/h 1 fps. it doesn't stutter when I am not driving or moving. Any help?
