I can confirm the direction blocker issues near Ulm, as well as odd GPS routes when traveling from Munchen to Ulm it redirects you over Switzerland for some reason. Using Latest ETS2 with DLC's, promods 2.0. and Rusmap 1.6. Order of mods doesn't correct issue. Something's weird with Ulm in general. ...
