I really don't get the point of making Barcelona a extremely laggy location

This might be mentioned a lot of times,but I just wondering why this city has to be so complex? This city sure does look good,but what's the point of that if the whole game turn into a slideshow? I got 50~60 fps in most area and not so detailed cities,but only got 10~15 fps in Barcelona my spec: CPU...
