You are using a lot of other mods. Can you try only Promods first and add one by one other mods until you found the culrpit? You should have set to 64-bit mode because you have 8GB RAM. Because yesterday was the 1.28 update, I wait for the maps to update and test it then. I could downgrade the game, but It would take to much time that I could use to play other maps, and I would get maybe the same error, even after a re-download.

Ok, I tried to change the load order, still crash, and still no road in Map Editor (Even I think map editor don't have a load order to load mods).

and no one has a 1:3 scale and on every map is worked on
