I suppose some people don't understand what scale really means in either a mathematical or realistic sense. By changing from 1:19 to 1:10 you are quite literally many hundreds of km to the game. As much as I like driving around the map, beta testing can be arduous work cause of the potential incomplete nature of areas like, invisible walls, gaps in the terrain, sometimes you end up just falling through textures. If you mean to make your terrain on the sides of the road completely flat you can reduce the noise applied to the terrain to get a flat plane without any bumps applied to it. or you can use a bezier patch if you want more control over it the shape of the terrain.
