I saw some AI cars or trucks without registration plates in Israel. I was wondering if this was made on purpose or if it is some kind of bug?

Hello everyone!
I used to play with PM+RusMap, but since PM 2.31 is out, I can't wait to play! So I was wondering, will there be a problem with my save if I remove RusMap and play only with Promods? Or is it better to wait a few time before the next version of RusMap is out?
