Piteå and Skellefteå is so much smaller than Umeå, which is kind of a big city and one of Swedens biggest student city with a huge Hospital/Student Area. (Norrlands Universitetssjukhus)

It is not obvious to me what is causing the problem, but as an experiment can you try: Without the hotfix loaded, relocate your headquarters to a city in Germany, and park your truck at that garage (doesn't matter where at the garage). Save your game, then try to reload the save with the hotfix app...
