i download promods def file i choose no damage but i am still getting damage why

i redownloaded the files and see if that works

every time i try to install promods i get this message C:/myname/desktop/ets2mods/promodsv198/promods-v 198.exe can not open the files as 7zip archive. i also have win rar. but for some reason i can open it in that

my upload rate is 2.30 ish. and will there be an delay if i use OBS . and when i was watching on my laptop the stream looks like it stop. so when i go to speedtest.net i want to choose the server that is the closes to me right.
