I download it and put it in my mod folder. Open the games mod manager and there is nothing there, Why is that?

Scul - I have a profile with only the promods and the roads are disconnected. I also tried with the promods 2.12 and they are disconnected also.

I also found that the roads from the baltic down west of paris and through to italy are not connected to the rest of the roads in the main part of the country. Not only did I remove all mods but promods and try it. I started a new profile and started in innsbruck and took a load on the A22 south to have it happen again.
