There is a couple of ways you can access the Great Steppe Map. Either download Rus Map or use the quick travel command

It appears to be there is no alternative link to Mega. The only suggestion is trying downloading the file on another browser or contacting the developer of the mod. If you don't have any luck give us a PM as I have a back up copy of the file.
