It's now exactly a month later and 1.35 has been released. You were accurate with your time estimate!

Best time to buy DLCs is either during a Steam sale (Christmas one coming up soon) or when a new DLC is released (i.e. the Baltic one) as they often discount the other DLCs at the same time.

Also it's very easy to stay with 1.31 by selecting that version in the Betas tab for the game.
