Yeah, the map has known issues with OpenGL and besides that, the game is supposed to run on DX under Windows. OpenGL is just there as an alternative for players who can't run DX.

I don't think there's anything stopping a modder from replacing the speed camera model(s) with a model of a police car parked behind a bush.

And SCS had plans for police AI but dropped those plans, i don't remember why but there are remnants in the SII files.

Since your first screenshot shows traffic entering the intersection from all angles at the same time i'd say it's the traffic lights and not your color mod that are messing up.
