You need to wait longer, it's caching the road navigation. This can take up to 10 minutes, this will only happen on the first load, if you update a mod or the game it will happen again.

Sound like a mod conflict to me, can you try it with only ProMods enabled?

Did you activate all files, like fropmeister said you only load the def file.
