I actually checked a bit of the map and I (again, actually) think that Tallinn, Pärnu, Tartu and Narva are actually enough for such a small country and scale ^.^ Yeezus, stop it already. I didn't mean to have the cities on the SCS scaled map, I meant to do just like a Estonia map, no other countries. Just like as (you might know) the Hungarian map. I don't want to be mean to you guys.., also Tallinn, Tartu, Pärnu, Narva and Haapsalu would be actually enough for Estonia. But ofcourse...
