Does it only affect the HQ? So I can have for example 1 garage in Rotterdam and one in Stockholm and be safe as long as Stockholm isn't my HQ?

You're from Sweden, so maybe your HQ is in Stockholm? I suggest moving it somewhere else, maybe it'll help you. I have a save that was working fine with ProMods 2.0, but after updating to 2.02, it crashes upon loading a saved game.
ProMods 2.02 works fine with another profile, which has never had ProMods enabled.

If I disable ProMods completely, the save works.
