I think its cause your computer is bottlenecked by the gtx1060 depending on what resolution your running the game in. i have a similar cpu (i9-9900k), but a vastly better gpu (max-p rtx 2080) and 64gb ram in my laptop and i have no such issues with fps. havent tried this map yet since im waiting for...

Got it to work by just changing the manifest sii file. have both mods loaded on 1.37 and it loads without issue. cant see any broken roads on the map either, but I haven't driven through the western Balkans yet so cant be totally sure
