I have Western Estonia in my map combo and I don't have long loading times (expect for the first time).

@GodSmack yes, it still works in ETS2 1.46.

Yes, this is normal when using the ProMods Eurasia background mod. At the same time it could be possible that using a different background mod it sits correctly.
