I think after ATS has all the USA in the map, they will probably work on DLC for other countries.

Make sure you made a folder called \map\ on desktop then go to C:\Program Files (x86)\Euro Truck Simulator 2\base\map\ and copy the europe.mbd and the folder called Europe into the \map\ folder on your desktop. Then use 7zip to "Add file to archive..." and change the .zip file extension to...

You can, but you can't preview the prefabs in the Item Browser because promods has encrypted them, causing the game to crash.

I think that it would be almost impossible to add police unless SCS does it themselves. A lot of the core programming would have to be rewritten
