There are signs for services, so perhaps they do have plans to add South Mimms ? It's gonna be a tricky roundabout to emulate though, lots of lanes and traffic pathways to have to juggle with.

Try disabling the Realistic Gas Station Prices (Promods) mod. I have just had the same issue as well as problems with traffic lights and CTDs when trying to go to the main menu, after a lot of swapping mods around I found that they went away once I disabled that one.
