I had the exact same problem. I only use D.Bs Traffic Promods map, D.Bs Vehicle def., D.Bs Real Weather and D.Bs Environment mods and Rusmap besides Promods. I found that removing D.Bs Environment (Which also add old tollgates and other meshes) would fix the problem and get the normal Promods layout...
