Ok, maybe I'm asking for too often for help, sorry. :| So, as you know, when you delete a map mod from your active mod list the game won't find the garage of the city featured on the map mod you have deleted, and the following message will apear in the game log: <ERROR> Garage spawn point not found!...

Nevermind, looks like I fixed the problem by turning down the anisotropic filtering. Now it runs okay-ish again!

Is the problem present since you are using 2.31? Have you tried to use Vertical Sync through Nvidia Inspector? Some people recommend that over the Vertical Sync of the game. It could help you remove the stuttering.

I know the feeling cipinho - I always have a hard time deciding which one to use: Reshade or AA through Nvidia Inspector. Since then I'm also looking for a climate mod which finally changes the dull colors of the game.

And there will be a new Reshade preset for it too - Can't wait for it (because I have never figured out how to tweak the preset to look like on the screenshots by DamianSVW)!
