That's no major bug, just a small mapping issue. Major bugs are e.g. CTDs which we massively had in 2.0. I am really impressed, how good this version is compared to older major releases.

I suggest to read the tutorial about how to install ProMods. Then, you would've known that it's only necessary to unpack the 001-archive and all other archives will be extracted automatically with it.

Your problem is no ProMods issue. You are using the ROS map, which needs a lot of side mods and a perfectly set load order to work properly.
IIRC, there were some threads about connecting ROS with ProMods and RusMap on the SCS forum. You should check those threads out.

When using the connection file with PM 2.1, it's only missing one small road north-east of Gulbene. So, it seems to work almost perfect also without changing anything in the file.
