You are using a lot of other mods, try removing RusMap and the Great Steppe temporarily and see if it loads

We don’t usually work around other map mods, if Arayas (and other modders) want to keep their map mods compatible with ProMods they will usually have to work around it (in this case with Romania and Moldova)
