Well in the first version the highlight will probably be the coquihalla highway, which is not only exactly in the middle of the map but also absolutely mindblowing. Hawaii could be an option, but for now we will keep the primairy focus on Canada. The other ideas not so much. ATS is being developed in a very different style than ETS2. My advice is not to give advice about subjects you don't understand.
So a small summary:
- We are working on merging the DLC with our map.
- No it is not possible to just "take the DLC".
- Yes, you don't need the DLC for PM 2.43.
- Yes, our work overrides the DLC.

Since ATS is still under constant development it makes no sense for us to start working on US states.

Well cutplanes are abit harder than that :P With the Puttgarden/Rodby situation a player will teleport from one area to the other one, so then there is not much of an issue to "cut". As for what you suggested, that B6 road would in theory fit. As for the other plans, most of them won't fit...
