I believe that is just a current plan. There could be space for at least two more cities like Tiraspol etc. but that is up to devs obviously.

Just drove from suwalki to olzstyn first time since rebuild and i must say it was gorgeous! Keep up the good work!

And i´m pretty sure france will get rebuilt by promods at some point, but it is not top priority. As scul said, there is no developer for france atm.
Now back to topic.

Those FPS drops mainly happens because the game engine cannot handle all the details on promods areas.
And if you use lot of traffic mods (density, trailers, jazzycat´s cars) and environment enhancement mods , these can cause issues too.
