Once you are in the map editor, you need to press "A" until you see all the stuff, not just the nodes (usually twice to see the stuff and then the background map). I'm honestly surprised nobody here (not even the ProMods devs) told you to do that.

I had no problem running this mod, when in the correct load order. Typically, this goes at the top, above the map mods.

Also of note: The original mods this was based on, REGS2 was not compatible with ProMods, but REGS1 was.

I always have my map mods at the top of the mod manager (having highest priority) and I never have trouble.

I’m not home right now but when I click the ‘file’ it opens open and I see two links. Neither gives me an option to download or direct download. Clicking either gives me the same message but as not home I don’t recall what it is. Definitely not download though I assume you must be looking at the do...

You also forgot the actual Sardinia map. You just included the ferries.

If there is a map_data.sii file in this mod, the shifted map is caused by that, incorrect scale (ui_map_size and _center, ui_map_camera_min/max) and extents (camera_limits_max/min) are in the file. Copy the ProMod's map_data.sii into \def\ and see how that helps
