Using the sponsored download option would be more attractive to me if it also included the addons such as Promods Middle-east, the TCP, and the Cabin Accessories Pack in the same download. Could this be considered for future releases?

You need 4.7, 4.6 is missing support for some of the newer textures.

I assume you mean the level based fine formulas and speeding formula? I haven't touched those.
I understand what they do, increase your fine the higher your level is / the more you speed above the limit - but finetuning them requires more effort than I'm willing to spend.

No, AZGE overwrites Promods Georgia and they do not allow a compatibility mod.

It will work fine, you can take the ferry from Messina.
Rhodes is pretty much standalone, it only overlaps with mods that touch the Turkish coast between Antalya and Izmir (such as Roex).

What language is your game set to? This mod has proper localization for 42 languages.
