It's a bug SCS introduced recently. It happens in the base game with no mods enabled too. Nothing we can do but wait for SCS to fix it

Implementing such thing in the way you describe would be either impossible for the average modder, or require breaking into the code similar to how TruckersMP is made, so very unlikely that it will ever happen

If you downloaded it before ProMods Canada 1.1.0 then you will need to update it, if roads are still broken after doing so then there's an issue with your load order
