The signs at the Dutch highways are also much bigger that those same signs at smaller roads. That's for better visibility. Source: 'Het Klokhuis' (some episode back in the 90-ies)(it's a Dutch tv-programm in which kids learned stuff like this) I would most certainly say that's the same way in Germany.
