What Promods RusMap connector do i need to use? The one in the RusMap package or the one that is linked in this thread? Which one is the most up to date for both Promods 2.18 and RusMap 1.7.4.

Your either are not on 1.28 or you mis one of the map DLC.

Promods probably will follow the same pattern as with the France and Scandinavia DLC. 1. Update for the base game update (For people that don't have the DLC). 2. There are two reasons for a mod to be incompatible.
1. Game version
2. Missing DLC

Since you say you have Promods 2.17 and ETS2 1.27, it probably is a missing DLC.
Otherwise one of the things you said are incorrect.

If it is this one (https://www.internetdownloadmanager.com/) then yes, it probably is a download accelerator like @Volleybal4life mentioned.
If you disable that program it probably will work again after the block is ended.

Also, do you have all three map dlc?
