I doubt we'll see Saaremaa, SCS is unlikely to focus on it. You are forgetting that Finland and parts of Russia are coming aswell, as can be seen from the map of the DLC announcement, and there are already some Finnish assets ingame (i can only remember one, but surely there were more)
