I concur with the point made a few posts back that 20mph limits are nearly always found in urban areas, schools, housing estates etc. We quite often get anomalies here where a decent 2 lane road is say, 40mph, then a tiny road comes off it marked at NSL even though no one in their right mind would go faster than 20 down it.
