The EU stripe has never been mandatory in the UK, it depends on your personal preference when you first register the vehicle with the DVLA.
If you don't do anything you will get a non-EU plate, if you tick the box for EU plates you will get EU plates, it's optional.
In some cases, brand new cars are pre-registered by car dealers, in that case the EU stripe may or may not be included because it depends on what the car dealer guy preferred when he registered the plates. Most dealers don't obtain EU plates.
It's actually illegal to deface or remove the EU stripe because it's manipulation of a vehicle registration plate and you can receive very high penalties and be ordered to "renew" the plates by police.
The DVLA however don't keep a record. When you buy registration plates, you just choose whether you want a flag or not. It's not illegal to remove a flag if you originally had one. If you get new plates made, you just choose again. You can even cut the flag off, as long as the rest of the letter spacings remain the same (short plates are fine).
A blind eye is generally turned to custom flags like logos and names, but these aren't legal.

Yes Plymouth has already been under rebuilding for quite some time, I have been focusing on finishing Exeter previously though, so that's why I hadn't really shown work in Plymouth yet
