You mean the Baltic DLC? I think the ProMods developers will use Baltic assets, vegetation and models, so it will be required for PM one day - but not directly after the release of the Baltic DLC.

You are absolutely right. Although not directly after the release, ProMods will integrate the Baltic DLC's assets, prefabs, vegetation, etc. inevitably, just like previous DLC's. On SCS Software's blog (Countryside and Nature), they mentioned that new types of trees and vegetation were being added and original plants were being adjusted to suit the region. And obviously, certain trees are found everywhere so ProMods will use them in other countries rather than just in the Baltics like SCS will.
