Also known is the fact that the whole of Europe wasn't built in a day, so like the answer above this post, it's finished when it's finished. Small hint though, steady but slowly the Balkans will be completed and we'll have new territories to drive on and trail cargo. :)

I agree, they are a ProMods addon, and the speed Limits for Montenegro:

Built-up areas: 50 km/h
Rural areas: 80 km/h
Expressways: 100 km/h
Motorways: Either 120 km/h or 130 km/h, however Montenegro doesn't have motorways yet.

All Balkan countries have google street view images except Bosnia-Herzegovina. What's the problem? I don't think you have to be from Balkan. Everybody who is from western countries can do this map. Already, Promods' Balkan map is much better than Project Balkan's. After PM 2.2, i didn't use the other one.

But there is also an important thing about Istanbul that after September 2016; trucks and intercity busses, no matter transit or domestic, can use ONLY 1 BRIDGE on Bosphorus. So there should be all 3 bridges or there should be only 1... It should be decided by developers.
It is more complicated than that. Regular intercity traffic is redirected to 3rd bridge. Special transport is usually redirected to 2nd bridge as 3rd bridge connector roads have tighter clearance. City deliveries use 1st and 2nd bridges. Vans and minibuses are allowed on Eurasia Tunnel and all bridges. Hence, all four crossings should be built.
