Thats awesome, I mean as if its really that hard to build Montenegro, and Albania. The two countries are incredibly small. Montenegro doesn't have a single KM of highways but 1 is currently being built...

Hey check out this vid, its a 3D model of the new highway that is under construction in Montenegro and its called Bar [city] - Boljare [small village on the MNE-SRB border]...The highway will have more than 47 tunnels, 107 bridges and viaducts with the highest highway bridge in this part of Europe called "Moračica" almost 200 meters high.

I drove up the M2 in the Moraca canyon. It was a thrilling experience. I guess the motorway is needed though, that road did get frustratingly slow leading to some risky overtaking.
