You will see! At the moment there is nothing

There would probably be Podgorica and Bar.

Maybe, if they could, Bijelo Polje, Herceg Novi and Nikšić. Of course it depends on space and scale (Montenegro is small). But I can say that Bar will almost certainly be made, as a ferry from Bari-Bar does exist IRL.
