Yes, it was done as a test to see if players like them. We'll try to add them to other countries as soon as possible, as preparing all textures takes some time, and then they have to be placed.

I noticed that on a trip between Riga and Sofia but did not write down the name of the towns, I will check that a bit later in the week and will let you know. The coats of arms looks great, it is just the border around the coat of arms which seemed a little odd, probably a transparency issue.

It's not under development all this time. Progress was stuck for a long time because of PC issues.
