Actually I could almost swear I've been fined because driving around with no lights. Pretty sure I wasn't dreaming it.

Yes, I believe it is law in some countries to use lights between certain times of day/night (and in tunnels), and you can get fined in the game. I know I have a few times .

While modding germany.sii for my own mod, I found following line:
lights_mandatory: false

It's in the country.sii files, but we switched this ON for all Scandinavia countries.

Some time and a few fixpacks ago (I only play occasionally), I remember being fined for not using lights. Sorry, I don't know where it was anymore, and at which game time/weather. But I believe ETS2 actually does support that feature in one way or another.

You get fined if you don't use headlights in rainy weather.
