As far as I know, you need ETS2 1.9.22, the DLC (Going East) and ProMods 1.62:

In response to the map zoom limits, the only other mod I use is the Essentials Pack. I tried starting a new game with only Promods active, and the truck dealer still remains unselectable. Upon further research, I found another thread on the same topic, with another member that started a new game with only Promods, seen here:http://promods.net/viewtopic.php?f=20&t=1066 It's not a big deal by any means, as there are plenty of truck dealers to choose from, just wanted to make sure the devs knew about this possible bug.

I can confirm the Map "bouncing back" in the Truck Dealer map.
I can click Turku, but Helsinki is hidden under the Money-bar, and as I haven't been there yet,
I can not test if it is select-able trough the money-bar, but it shows.

I checked all my Mod's for Game-data.sii, as I had this problem before with the DLC "Going East",
and an Engine Mod had the Game data included in that case. (1920*1080 resolution, if that matters.)

yeah but you have a new beta version in which we adjusted the zoom data so that will be changed anyways

The map scolling works for me (see attachment). I can scroll the map to the most top right corner without bouncing back.

I recommend to check all other mods for a "game_data.sii" which overwrites the one in ProMods.

I tested it too since I have discovered the MAN dealership in Helsinki, and the result was that you can not click the dealership, because the map bounces back too quickly.
