Oh, there are logical reasons for that:
1. Pernik and Sofia are much closer together in real life than the game suggests. Any road going from Pernik to Plovdiv either takes a long detour south, or ends up on an existing road in Sofia, for which there is no space on the map to add another road.
2. IIRC, The E87 border crossing has a truck ban, which is why SCS didn't make it. I think it's because Turkey wants extensive truck checks on the border and the M. Tarnovo border crossing isn't up to standards.

Pernik, via Sofia to Plovdiv is ingame.
As is the routes used by trucks, from Burgas to Istanbul.
Malko Tarnovo border crossing, is not used by trucks, yet. Maybe in the future.

MandelSoft was faster to send the reply. I was double checking Malko Tarnovo border's latest photos.

Actually Malko Tarnovo is getting modernized to allow trucks now.

Pernik to Plovdiv? Which road do you actually mean?
Pernik - A3 - Sofia - A1 - Plovdiv. That's the fastest route irl and it is in the game.

They are going to allow trucks as they transistion to an unified booth architecture.

Another problem is the location of Pernik. It lies half in Macedonia. So how is Promods going to build the connection to Macedonia ?

Actually SCS fixed it's location. It's not the same as Pernik irl due to the scale, but it's in the Bulgarian borders.

I'm pretty sure that right now, at least half of the Montana - Vidin road is located in Serbia; so yeah. No trouble at all.
